Engine spewed flame but never developed enough thrust to leave the launch pad. After burning a few seconds there was a pause while the delay charge was burning and the ejection charge went off (on the pad). EXACT SAME THING HAPPENED ONE WEEK LATER WITH A DIFFERENT ROCKET.
