The delay charge that failed was drilled to reduce the delay time from 13 seconds to 6 seconds. The drill used was a CTI pro-24 delay drill, build and marketed for this purpose, and used many, many times without problem. The delay that failed was drilled following the procedure set forth in the manual. Post crash analysis of the remnants of the rocket showed that the delay had burned, but had not detonated with even the force required to have any effect on the paper in the end cap.
