During delay drilling it was noted that the -3 sec setting barley removed any material from the delay. The delay was checked with another 2 delay drills, all of them produced the same result. Suspect delay was recessed too far into forward closure. Simulation of the flight showed that rocket would not be going too fast if delay was wrong. Flew rocket and watched it tumble for about 3 seconds after apogee confirming delay was long.
